Chapter 22 covers waters, non-alcoholic beverages, wine, beer and ethyl alcohol. Two thresholds govern most of it: undenatured ethyl alcohol of 80% vol or higher falls in 2207, below that in 2208.
The most-missed boundary is not an alcoholic one. Pure fruit juice stays at 2009, in Chapter 20; it moves to 2202 once sugar is added beyond taste correction, or once it is diluted. Water and ice put up for medical use belong to Chapter 30, not here.
