Find a Moroccan HS code without relying on a keyword match

Keyword search returns plausible wording, not defensible headings. The attribute-led method that produces a code you can stand behind.

Searching a tariff heading by technical attributes

The search engine answers the word you typed. The tariff answers material, function and condition.

Typing "office chair" into a tariff engine returns a list of headings containing those words. None of those results knows whether your seat is upholstered, whether it swivels, whether it has a metal frame or whether it arrives unassembled — and those four facts are precisely what decides the heading.

A keyword is an acceptable entry point. It becomes dangerous the moment it is treated as an answer: it produces a plausible code, never a defensible one.

This sheet is completed when the sample or technical data sheet arrives, never at the moment of declaration. A missing attribute becomes a task with an owner and a deadline — not an assumption presented as fact.

Eliminate chapters before comparing headings

Reading order matters more than speed. Section and chapter notes delete whole branches before you have read a single heading term. A seat made of plastics is not in chapter 39: the chapter 94 note captures it whatever the material.

Two facts did all the work: the seat swivels and it is not upholstered. The material — plastic, metal, wood — was never decisive here. That is the kind of finding a keyword search never produces, because it does not rank attributes.

How a defensible search runs

  1. 01

    Write the description before opening the tariff

    Five lines at most, in tariff language. If you cannot, the product information is missing: that is the real blocker, and it will not be solved inside the search engine.

  2. 02

    List three to five candidates

    From different chapters where possible. A uniform shortlist signals reasoning that was too narrow, not an efficient search.

  3. 03

    Read the notes before the terms

    Section notes, then chapter, then heading. Every exclusion encountered removes a candidate and is recorded with its reference.

  4. 04

    Apply the GIRs in sequence

    The first rule that resolves the case closes the discussion. Record which one, and why the earlier ones did not suffice.

  5. 05

    Descend to ten digits

    National subdivisions are read with GIR 6 applied at national level. Record the edition consulted.

  6. 06

    Keep the path, not just the code

    The candidate list, the rejection reasons, the decisive rule and the approver. That file is what answers an audit two years later.

The applicable rules are published in the General Interpretative Rules and the overall structure in the WCO HS Nomenclature. National subdivisions and the measures attached to them are consulted in ADIL and the ADII integrated tariff.

Across 40 declarations a year at MAD 100,000 of customs value, those 12.5 points represent MAD 500,000 in duty. That amount, not the discomfort of doubt, is what justifies opening a formal process. Below a threshold each business sets for itself, documenting the doubt and monitoring the line remains a proportionate answer.

What the trade database can confirm

Trade statistics confirm that a heading exists and is used in volume; they never confirm it is the right one for your goods. A code that is very frequent on a flow may be frequent only because it is the easiest one to enter.

Keep the search path with the code

The deliverable of a successful search is not a code: it is a short file containing the dated technical description, the list of candidates examined, the notes and exclusions encountered, the decisive rule, the ten-digit code retained, the tariff edition consulted, the approver and the event that will reopen the decision.

Without that file, the search has to be redone in full at the first audit, with product information that will have changed in the meantime — and the result will not necessarily be the same.
