Chapter 63 gathers the made-up textile articles that are not garments: bed and table linen, curtains, tarpaulins, packing sacks, camping goods. "Made up" has a precise meaning here, set by Note 7 to Section XI — cut to shape, hemmed, assembled.
Two headings stand apart. Heading 6309 covers worn clothing and 6310 textile rags and waste; both require visible signs of wear and presentation in bulk or in bales, which is a question of fact rather than of declaration.
