Chapter 62 covers articles of apparel and clothing accessories that are not knitted or crocheted — the woven side. Its structure mirrors Chapter 61 heading for heading, which is what makes the confusion easy and the correction mechanical.
The trap specific to this chapter is the composite garment. Where a garment combines several textile materials, the Section XI notes and General Rule 3 decide, on the material that predominates by weight. Garments impregnated or coated with plastics fall in 6210, not in Chapter 39.
