Chapter 33Essential oils and resinoids; perfumery, cosmetic or toilet preparations

Chapter 33 covers essential oils, perfumes, beauty preparations and hair or oral care products. Classification follows the product's stated function and its retail packing, not its chemical composition.

Two boundaries catch people out. Toward Chapter 30: a preparation becomes a medicament only through genuine therapeutic or prophylactic use, never through a marketing claim. Toward Chapter 34: toilet soaps fall in 3401, while soap-free skin cleansers stay in 3304.
