Chapter 61 covers articles of apparel and clothing accessories that are knitted or crocheted. Chapter 62 covers the very same garments when they are woven instead. No other characteristic — fibre, use, gender — comes before that question.
That is what makes the error expensive: a T-shirt and a shirt look alike on the rail and sit in two different chapters. Made-up textile articles that are not garments — household linen, bags — belong to Chapter 63, knitted or not.
