Le chapitre 94 couvre les meubles, la literie, les appareils d'éclairage et les constructions préfabriquées. La note 2 en donne la clé : est un meuble l'article conçu pour être posé sur le sol, ou, par exception, fixé au mur lorsqu'il s'agit d'éléments de rangement ou de sièges.

D'où les deux pièges habituels. Un meuble ne change pas de chapitre parce qu'il est en plastique, en acier ou en bois — le chapitre 94 prime sur le chapitre de la matière. Et un luminaire relève du 9405, tandis que les ampoules et tubes eux-mêmes restent au chapitre 85.
